Several initial successes have already been achieved since the launching of the PNP Integrated Transformation Program, which actually builds on the initiatives of past and the present PNP leadership. Some of these initial achievement and initiatives include:

Overview

Mission

The PNP shall organize and hold relay runs nationwide, passing the Transformation Torch from the National Headquarters on to the different Police Regional Offices, to continue and sustain its advocacy towards genuine transformation.  

Objectives

This project aims to achieve the following objectives:

A. Continuously advocate the PNP Integrated Transformation Program;

B. Inform the PNP personnel and concerned stakeholders on its various projects, including their development and updates;

C. Promote the importance of physical fitness and well-being, as well as deepen the culture of reform among the PNP personnel and stakeholder; and

D. Promote friendship and camaraderie among the different PNP units, stakeholders and the different government offices, and run towards the common goal of promoting the PNP Integrated Transformation Program.

About PNP Transformation Torch Run 2007 

On October 1, 2007, during the PNP Change of Command Ceremony wherein Her Excellency President Gloria Macapagal-Arroyo was the Guest of Honor and Speaker, a symbolic turn-over of the PNP Transformation Torch took place. In her speech, the President remarked that she liked the torch ceremony and encouraged the new Chief, PNP, PDG AVELINO I. RAZON JR. to go on and continue the PNP transformation program.

The PNP Integrated Transformation Program, or ITP, is our roadmap for long-term and lasting reforms in the Philippine National Police. The transformation program is being implemented in order to resolve organizational dysfunctions and improve the quality of police services; strengthen law enforcement capabilities, and; enhance the welfare and benefits of our personnel and dependents.

One of the major projects under the PNP ITP is the Advocacy Program under Key Result Area: Public Information and Advocacy, which aims to provide mechanisms for winning the Transformation Program through public understanding and support and to provide effective mechanisms for public and stakeholder information, information and feedback on the reform process.

With the inauguration of the PNP Program Management Office (PNP-PMO) on September 28, 2005 pursuant to PNP General Order # 05-12, then PMO Executive Director, PDDG AVELINO I RAZON, JR and other senior advisers embarked on an advocacy campaign on the PNP ITP which covered all the seventeen Police Regional Offices’ Headquarters.

After the initial salvo, it is the desire of the PNP to continue with the advocacy campaign on the Transformation Program and the different projects that the PMO is currently undertaking. Thus, Torch Run: Towards Genuine Transformation was conceptualized.

The symbolic passing of the Transformation Torch during the PNP Change of Command Ceremony on October 1, 2007 marked the launching of the series of Transformation Torch Run in the seventeen (17) Police Regional Offices (PROs) around the country.

Electronic Records Management System

The project seeks to convert labor-intensive paper files into electronic-format, which in turn, would allow us to streamline personnel information management procedures in the PNP.

 The project team recently had an initial assessment of our existing records system and coordinated with the National Archives of the Philippines to help in the enhancement of our records management

Enhancement of PNP Health Care System

Upgrading of PNP Crime Laboratory

The Crime Laboratory is now ISO-Certified and has a fully operational Automated Fingerprint I.D. System or AFIS, which was donated by JICA. Our Crime Lab is also pursuing other capacity building activities as part of its “One Crime Lab per Province Plan” which shall be undertaken over the next five years.

The Crime Lab was also awarded as Best NSU in terms of training and education. Continuous local and foreign schooling are being offered to Crime Lab personnel in order to upgrade and sustain their forensic and technical expertise.

 
Special Housing Project (PNP-GK Housing)

The Pulis Kalinga Special Housing Project which started early last year is now the centerpiece of the PNP Personnel Quartering and Housing Program. Out of the targeted 200 houses for construction in Pulis Kalinga Village in Camp Macabulos, Tarlac, 105 were awarded to deserving police families who now live in their own houses.

On September 2006, the groundbreaking ceremony for a similar project was also undertaken in Integrity Heights in Batangas wherein another 504 single-detached homes will soon be built.
